What is the problem you're trying to solve? edit
The current scheme for Wikipedia attracts sociopaths, psychopaths and failed existences. Healthy people have a job and don't like to deal with nasty people if they don't have to. They have neither time nor motivation to be active on Wikipedia. Wikipedia authors and even more so admins voluntarily deal with nasty people in their free time. That means they are perhaps super bored because they are un(der)employed, make poor decisions about their life, or they just plainly enjoy going head to head with other people. That's like letting soccer hooligans handle police work based on the fact that they like to use violence.
What is your solution? edit
Do what any successful large organization does: Pay at least the management a decent salary and at the same time vet the contributors and kick out whoever has a bad influence. A decent salary attracts reasonable people. If you pay peanuts, you get monkeys. The screening should then help to weed out all the psychos and disturbed people who create the current toxic Wikipedia atmosphere.
